plastic in lollipop

hello i just recently bought a box of jollyrancher lollipops and a couple of days ago my 2yr old daughter was eating one and as she was almost to the center of it i noticed a black piece of i think plastic sticking out. Now if i hadnt noticed it i dont know if she would of let me know or eaten it. My question is who or where can i report this problem to?
